Abstract: International audience; According to recent studies, Vietnam is one of the twenty countries most affected by natural disasters in the world, and particularly by floods either on the low elevation coastal zones (risk of submersion) or along the Red River and the Mekong River (risk of flooding). In this context, dams are both means of mitigation but also threats given the possible failures and ruptures.
