Abstract: The article departs from a specific case study: the response of Moroccan state institutions to the public health needs caused by the Covid-19 pandemic. Its aim is to show the interest of reasoning with idealtype: it overcomes analyses marked by forms of exoticism and exceptionalism, it prevents to read the distinctive methods used by the Moroccan authorities as “dysfunctions” or “archaisms”.
