Abstract: Employment guidance theory and praxis promote long-term career development and access to decent work and sustainable jobs, yet the focus of public employment services in recent times has been influenced by policy matters of activation, conditionality and rapid job placement. While effective for some, it has been less effective for workers exposed to negative impacts of social and economic development.
